    Stop Hate NV is a statewide hotline designed to help individuals and communities that have been targeted by hate crimes or hate incidents. The Stop Hate NV hotline is a non-emergency hate crime or hate incident reporting hotline with the goal of providing assistance to victims of hate crimes or hate incidents.

      Jabara-Heyer NO HATE Act

      The Khalid Jabara and Heather Heyer National Opposition to Hate, Assault, and Threats to Equality Act of 2021, or the Jabara-Heyer NO HATE Act, became a law on May 20, 2021. One of the major aspects of this law is to provide grants for state and local governments to create state-run hate crimes reporting hotlines. The state-run hotlines do not report to law enforcement; however, they do provide a method for victims to report hate crimes or hate incidents and receive referrals to victim service providers for assistance.

        What is a Hate Crime?

        Nevada Revised Statutes  193.1675 or  207.185, define a hate crime as a crime against another, which is motivated by virtue of the victim's actual or perceived race, color, religion, natural origin, physical or mental disability or sexual orientation. 

          What is a Hate Incident

          A hostile expression or action that may be motivated by bias against another person’s actual or perceived identity(ies) and/or because that person is a part of a protected group. Perpetrators may be motivated by different discriminatory biases, including, but not limited to, bias on the basis of race, color, disability, religion, national origin, sexual orientation, gender, or gender identity. Hate incidences may not violate the law but still cause significant harm.

           
          USDOJ defines a Hate Incident as acts of prejudice that are not crimes and to not involve violence, threats, or property damage.

            Know the Signs

            Hate can include discrimination, derogatory name-calling, bullying, hate mail, and violence that happens due to a bias based on race, color, disability, religion, national origin, sexual orientation, or gender identity.

              How to Report

              Any victim of, or witness to, a hate incident or hate crime in Nevada can report it through the Stop Hate Nevada hotline at 775-68S-HATE (775-687-4283) or through an online reporting form located here: Hate Crime Reporting Form, The operating hours for the hotline are Monday through Friday from 8:00 am - 5:00 pm. If outside of those hours, you can leave a voicemail, and a representative will call you back within 48 hours. If you want to report a hate crime to law enforcement immediately or are in immediate danger, please call 911.

              After reporting, whether you report online or by phone, you have the option to be connected to our victim-centered staff, who are here to help you explore your options and access resources and support. Upon reporting, you will be connected to the coordinator who will explore your options that include but are not limited to: Legal Aid, Mediation, Mental Health Support, Connecting to Victim Advocates, and Filing a Civil Rights Complaint.

                Why is it important to report?

                USDOJ advises, the hate crimes reporting gap is the significant disparity between hate crimes that actually occur and those reported to law enforcement. It is critical to report hate crimes not only to show support and get help for victims, but also to send a clear message that the community will not tolerate these kinds of crimes. Reporting hate crimes allows communities and law enforcement to fully understand the scope of the problem in a community and put resources toward preventing and addressing attacks based on bias and hate.
